The present invention relates to a method and device for data transmission used to solve the prior art problem that the latency of a terminal device from an idle state to a connected state is long. the method comprises: a terminal device pre-storing an indicator list of a group of cells; the terminal device performing cell selection or reselection and obtaining a cell identifier of a cell obtained by selection or reselection; the terminal device querying a value of ta corresponding to the cell identifier in the indication list ta of a group of cells according to the cell identifier; and if the terminal device successfully queries the ta value corresponding to the cell identifier in the ta list of a group of cells, the terminal device executing sending an uplink radio resource control (rrc) message without random access. . The terminal device uses the solution mentioned above, thereby reducing terminal device latency from an idle state to a connected state.
