A treatment equipment and method for waste residues in a herbaceous fiber biological refining process. The treatment equipment comprises a collecting device, a dust removal device (4), a storage device (5), a transport device (6), a milling device (7), a separation sieve (8), an interception device (9), and a packing device (10). The treatment method comprises the following steps: 1. recycling mechanically stripped non-cellulosic organic debris generated by a standardizing and finishing device (a), an inoculating device (b), a drying device (c), and an opening device (d); 2. gathering the mechanically stripped non-cellulosic organic debris and delivering same to the storage device (5); and 3. delivering the mechanically stripped non-cellulosic organic debris in the storage device (5) to the milling device (7) for milling, and using powder obtained by the milling as a basic substance of a biomass material.
