The present invention relates to a method for manufacturing a boron nitride nanotube dispersant comprising steps of: manufacturing a mixed solution by mixing boron nitride nanotubes, a dispersant containing Lewis base, and an organic solvent; and supplying external energy to the mixed solution. The method can manufacture a high concentration dispersant, which is obtained by individualizing boron nitride nanotubes having high hydrophobicity and being difficult to be dispersed due to van der Waals agglomeration into a single nanotube level.
