A turning type sluice provided with an improved foreign matter blocking part comprises: a sluice installed at one side of an irrigation canal so as to be lifted or lowered and rotated in a vertical or horizontal state; a hydraulic cylinder rotatably extended through the cylinder hinge of the bottom of the irrigation canal and the lifting hinge at one side of the front surface of the sluice so as to enable the sluice to be lifted and rotated; a foreign matter blocking part for connecting one side of the front surface of the sluice, which is spaced apart from the hydraulic cylinder toward a downstream direction, and the bottom of the irrigation canal, and including a base having a plate shape and connected to the sluice through a base hinge on the one side of the front surface of the sluice, a connector extended through the connector hinge of the bottom of the irrigation canal, and a connection hinge rotatably connecting the base and the connector. According to the present invention, by the turning type sluice provided with the improved foreign matter blocking part, the foreign matter blocking part positioned at the front end side of the hydraulic cylinder can block the introduction of foreign matters toward the hydraulic cylinder and block the friction with respect to the bottom of the irrigation canal, while being folded and rotated in the process of opening or closing the sluice.
