The present invention relates to a distributed power-based hybrid-type electric charging system combined with a small capacity electric energy storage device, and an operating method thereof. The distributed power-based hybrid-type electric charging system combined with a small capacity electric energy storage device comprises: a distributed power supply; a first converter; a direct current bus; a second converter; an ESS battery; a third converter; a portable battery charger; a first inverter connected to the direct current bus to convert a bus voltage into an alternating current voltage and output the alternating current voltage; a first electric vehicle charger; an alternating current bus connected to an alternating current electric power system; a first switch; a second electric vehicle charger; a second inverter for converting a direct current voltage of the direct current bus into an alternating current voltage and supplying the alternating current voltage to the second electric vehicle charger; and a power management system for controlling the first converter, the second converter, the third converter, the first inverter, the second inverter, and the first switch. According to the present invention, it is possible to supply power optimized for a place requiring power supply such as an electric vehicle by using a modular-type energy storage device.
