The present invention relates to an apparatus to measure a deflection of a bridge and a system comprising the same. According to the present invention, the bridge comprises: a first pier and a second pier, which are placed by being distanced from each other in a first direction; and a first upper plate supported by the first and the second piers. According to the present invention, the apparatus to measure a deflection of the bridge measures a deflection displacement in a second direction at right angles to the first direction of the first upper plate. The apparatus may comprise: a wire which includes one end movably combined with a first point where the first upper plate is supported by the first pier and the other end fixated and combined with a second point where the first upper plate is supported by the second pier; a first measuring apparatus installed near the first point to measure a movement displacement of the other end in the first direction with the first point as the reference point; and a deflection transfer rod installed to come in contact with the wire on a lower surface of the first upper plate and to transfer a displacement of the upper structure in the second direction to the wire. According to the present invention, the apparatus is able to continuously calculate a deflection amount of the bridge by static and dynamic measurements.
