The present invention relates to a water pressure adjusting disc and a gate valve having the same, which are able to, when the disc closes a flow path and pressure of a fluid rises to a certain pressure or above, allow the flow path to automatically open, to allow a part of the fluid to be discharged through the disc, and to reduce a pressure inside a pipe. According to the present invention, the water pressure adjusting disc comprises: a disc main body installed inside a valve body to make a straight reciprocating motion up and down against the flow path and to include a chamber which includes an entrance-side opening unit and an exit-side opening unit, which are respectively formed on a front side and a rear side to allow the fluid to pass through and to be opened; a valve plate installed inside the chamber to be movable forward and backward and to open/close the entrance-side opening unit of the chamber; and an elastic member installed inside the chamber to apply an elastic force towards a front side of the valve plate.
