PROBLEM TO BE SOLVED: To provide a ready-mixed concrete manufacturing apparatus and a mixer truck capable of preventing adhesion of a ready-mixed concrete material to a stirring means and efficiently stirring the ready-mixed concrete material. SOLUTION: In a ready-mixed concrete manufacturing apparatus using a rotating drum in which a spiral blade is fixed to the inner peripheral wall surface and can be rotated forward and reverse by a driving device, the ready-mixed concrete manufacturing apparatus has a tip thereof. A shaft whose portion is provided substantially at the center of the inner bottom wall surface of the rotating drum, and a kneading material which is attached to the shaft and moves toward the inner bottom wall surface while being kneaded by the rotation of the rotating drum. The stirring means is composed of a stirring means for stirring, and the stirring means has a pair of attachments attached to the shaft at predetermined intervals in the axial direction of the shaft, and both ends attached to the pair of attachments, respectively.
