PROBLEM TO BE SOLVED: To provide an ice plug formation device for a liquid pipeline which enables easy installation of the ice plug formation device to a pipeline and reduction of the possibility of leakage of a liquefied gas such as liquid nitrogen, and to provide a method for forming an ice plug to the liquid pipeline.;SOLUTION: An ice plug formation device 1 for a liquid pipeline forms an ice plug in a pipeline 100 in which a liquid flows and includes: a metal container 10 which stores a liquefied gas; and a secondary refrigerant enclosed bag 30 in which a heat medium for cooling becomes a liquid or a liquid state at a normal temperature in a bag formed by a flexible plastic. The metal container 10 is installed spaced apart from an outer periphery of the pipeline 100.
