To identify a deterioration place at the detection time of communication quality deterioration, from information that can be monitored scalably in a network consisting of different elements, and to estimate the quality estimation value at the deterioration place.SOLUTION: A communication quality deterioration estimation device for estimating quality deterioration of a node constituting a communication network comprises input means for inputting a quality observation value between two nodes, routing information in each observation, and a matrix representing the structure of a graph showing similarity of deterioration of the nodes, calculation means for calculating the estimate of deterioration amount of each node, by solving an estimated formula derived from a relation that the vector constituted of the quality observation value is close to the product of a matrix constituted of the routing information of each observation and the value of deterioration amount of each node, and a relation that the difference of deterioration amount between similar nodes based on a matrix representing the structure of the graph is small, and output means for outputting the estimate of deterioration amount of each node, or information obtained based on the estimate.SELECTED DRAWING: Figure 2
