A method for producing a living marine resource comprises a deep ocean water drawing step of drawing deep ocean water occurring in a deep ocean area into a surface layer area by means of an upwelling pipe (1) and a phytoplankton culture step of culturing a phytoplankton in the upwelling pipe (1), wherein a living marine resource, e.g., fish and shellfish, is produced using the phytoplankton produced in the phytoplankton culture step as a starting producer in the food chain.
