Internet access data of the tenant is distributed, by means of a tenant distributor, to the corresponding Internet access behavior management image instance of the tenant. Said method creates a mirror image instance for each tenant to implement an Internet access behavior management service, and does not need a network device integrated with an Internet access management function, thereby reducing the Internet access behavior management cost. In addition, the Internet access data of each tenant is processed by means of an independent Internet access behavior management image instance, and the Internet access data of tenants is isolated from each other, improving security. Furthermore, the Internet access behavior management image instance corresponding to the tenant can be flexibly added or deleted, thus improving the flexibility of Internet access behavior management.
