Disclosed is a probe driving device for condenser cooling pipe outside-in penetrating-type eddy current detection. The probe driving device comprises: a driving mechanism (7) and a driven mechanism (8), wherein the driving mechanism (7) comprises an electric motor (10); a spur gear (16) and an electric motor shaft of the electric motor (10) are in interference fit with each other; the spur gear (16) of the electric motor meshes with two crown gears (15, 17); the two crown gears (15, 17) are respectively connected to driving bevel rubber rollers (11, 12) through driving roller shafts (13, 14), and the two crown gears (15, 17) are arranged in a non-coaxial manner; and a back edge of one crown gear (15) meshes with the spur gear, and a front edge of the other crown gear (17) meshes with the spur gear, thus guaranteeing that the crown gears and the driving bevel rubber rollers at two sides rotate in the same direction at the same speed. A corresponding probe driving method is further disclosed. The device has a compact structure, is small in size, lightweight, easily carried, and is particularly suitable for on-site eddy current detection before a condenser cooling pipe is installed.
