The present invention comprises: a first step of manufacturing an intermediate by cutting stems of rice straws and plants collected after harvest to a certain length; a second step of sterilizing the intermediate for a period of time under a steam atmosphere; and a third step of coating the inner peripheral surface and the outer peripheral surface of the intermediate with a biodegradable material harmless to a human body. Therefore, a straw manufacturing method using the rice straws and the plants and a straw manufactured through the manufacturing method of the present invention make it possible to provide an environmentally friendly product which is easy to be disposed of by manufacturing the straw using the stems of the rice straws and the plants with barley.;COPYRIGHT KIPO 2020
