摘要

The remarkable increase in the last 30 years of the number of foreigners in Japan is widely recognized. In the 1990s, following the change in the Japanese immigration law a large number of foreigners entered into Japan. Many of those people were Japanese descendants known as the “Nikkei”. The majority of the Nikkei come as blue-collar workers from countries such as Brazil and Peru. Along with the Chinese and Koreans, they are now part of the largest minority groups in Japan and are categorized as “newcomers”. This study will focus on the educational issues of these newcomers targeting on southamericans living in Okayama prefecture. The author of this study has researched in the Mie prefecture for several years. Numerous studies on foreign issues have been made in Mie and information is readily available. On the other hand, there is not much information about newcomers in Okayama. This paper seeks to explain the present educational situation of Latinos residents and will focus on information that was collected from several interviews with Latinos and Japanese public schools as well as other public organizations in Sojah city.
