The influence of evaluation capacity through strengthening the donor-recipient relationship on the stakeholder participation and responsiveness of an evaluation.The master thesis is the final assignment of the study management of the Open University Netherlands. The master thesis is about the influence of evaluations on organisations. Central is the framework of Mark & Henry (2003). Mark & Henry raise the question which mechanisms or pathways could enhance evaluation influence. In the master thesis, based on the framework of Mark & Henry, a pathway is developed and tested. To test the pathway four questions were formulated. 1. How will the evaluation capacity of an organisation influence the donor-recipient relationship? 2. How will a more collaborative relationship between donor-recipient lead to an evaluation were beside accountability other evaluation aims are taken into account? 3. How will the type of the donor-recipient relationship influence effective stakeholder participation? 4. How will effective stakeholder participation influence the responsiveness of evaluations. The assumption is that responsive evaluations will lead to more influence of evaluations on the organisation. The research is done by a multiple case study in two organisations in the development sector. The Netherlands Institute for Multiparty Democracy (NIMD) and the Vereniging Nederlandse Gemeenten International (VNG-I), a Dutch association of municipalities. Both organisations are working on democratisation and have the same donor, the ministry of Foreign Affairs. The evaluations which are used as cases were both obligated evaluations. The results of the evaluation were important for the organisations to get new funding. Accountability was the primary focus of the evaluation. Therefore it was interesting to research if donor and recipient could also create a process where more evaluation aims could be taken into account. The conclusion of the case study was that evaluation capacity is crucial for effective stakeholder participation. Effective stakeholder participation will enhance responsiveness. The research couldn’t create clarity on the relationship between evaluation capacity and the donor-recipient relationship and the relationship between a collaborative type of donor-recipient relationship and effective stakeholder participation. Therefore we couldn’t conclude that the donor-recipient relationship is a crucial mechanism for evaluation influence. However the impression is that when there isn’t a collaborative donor-recipient relationship this will have an impact on stakeholder participation. Further research is needed for that.
