Federal Review is a Food and Nutrition Service (FNS) administered oversight andtechnical assistance system, designed to monitor compliance with National School Lunch Program (NSLP) regulations, that began in 1989. It is part of the Agency's commitment to the integrity of program administration to work on many fronts with States and local programs to serve meals of high nutritional value to eligible children. Congress requested an assessment of the system in the Fiscal Year 1992 Agriculture Appropriations Act. The report examines: overall effectiveness, cooperative efforts with State conducted reviews, the impact of training programs for States and local School Food Authorities (SFAs), and recommendations to improve the system. The report also provides as context a discussion of the evolution of administrative oversight systems in the NSLP.
