The study assesses the effectiveness of A.I.D.'s Title II feeding programs that respond to ongoing political and economic emergencies. Major findings include the following: (1) Differing perspectives among participating U.S. agencies do not significantly constrain program effectiveness. (2) The program's management structure is good at balancing the diverse interests of participating agencies and at delegating responsibility, but is not designed for quick response. (3) Technical capability is strong but is often spread too thin. (4) Considerable reliance is placed on ad hoc coordinating mechanisms. (5) The resource allocation system gets good marks for responsiveness, flexibility, and speed. The budget process, however, is excessively complex. (6) U.S. relations with the World Food Program and the nature and size of the U.S. pledge and annual contribution should be reviewed.
