Layer Safety Concept: An Integrated Approach to the Design and Validation of AirTraffic Management Enhancements

The expected growth of air traffic asks for large enhancements in continental AirTraffic Management (ATM) to increase capacity. From a technology point of view a multitude of solutions are available, such as introducing air-ground datalink, providing better support to the ATCo (Air Traffic Controller), introducing 4-dimensional air traffic control, installing Airborne Collision Avoidance systems, etc., most of which mainly work in combination with each other. Hence, there is a strong need for an integrated approach towards the design and validation of enhancements in continental ATM. The Layered Safety concept has been developed to provide such an approach on the basis of capacity and safety criteria.
