The Reserve Personnel, Army, (RPA) appropriation provides resources for personnel of the United States Army Reserve (USAR) while on active duty or while performing inactive duty for training (weekend drills). The RPA appropriation also provides funding for members of the Reserve Officers Training Corps (ROTC), the Health Professions Scholarship Program (HPSP), Branch Officer Basic Course Training (BOBC), and the Chaplain Candidate Program (CCP). The FY 1994/1995 RPA Budget request focuses on improving the U.S. Army Reserve's ability to meet it's wartime mobilization mission within a framework of continued end strength reductions.
