To assist practitioners with varying levels of experience and interests, theguide is divided into sections making it easier to use the information that is most pertinent to improving their programs. The first section provides definitions of key terms and concepts used in the guide. The second section gives background information on the importance of senior center and focal point staff reaching out to at-risk populations. Section three provides a description of for at-risk persons. Section four describes some of the challenges to practitioners in developing programs, and it lists some special considerations or tips for working with at-risk groups targeted in this guide. Section five provides a brief overview of a variety of innovative programs, located in various parts of the country.
