摘要

The book examines how educational development happens. It analyzes the actions ofpolicymakers and the decisions thay make regarding education change; but it does not stop there. Part I serves as the conceptual framework for the book. It offers a consolidated model of policymaking that places analytical rationality (the process) within the political and administrative realm of policymaking (the actors). In Part II, the conceptual framework is used as a guide for the analysis of decisionmaking in Peru, Jordan, Thailand, and Burkina Faso. Part III analyzes the lessons to be learned from these studies and identifies the factors that contribute to successful policymaking.
