The present purpose is to estimate the benefit of providing the Port of YellowBend with rail access and a barge-rail-truck intermodal facility for cargo, including marine containers. The port is at mile 553 on the Mississippi River, in southeast Arkansas, a rural region with higher-than-average unemployment. The proposed investment would create jobs primarily by supporting the development of an industrial park.
