This study, conducted by Fluor Daniel, Inc., was funded by the U.S. Trade and Development Agency. The purpose of the study was to determine the feasibility of restructuring and integrating the telecommunications sector in Bolivia. The report covers the major aspects of the proposed project including a forecast of telephone line demand, current and projected line rates and quality of service overview. Also covered is a technical analysis with recommended enhancements to meet future demand. The report is divided into six volumes. This is Volume I - Part I: Executive Summary.
