The document is a selective review of issues and literature relevant to theevaluation of the continuing education programs for adult technical and professional workers enrolled in the National Institute for Occupational Safety and Health (NIOSH) Hazardous Substance Training Program (HST) short courses. The document begins with an examination of the context in which the NIOSH HST program exists. The origin and mission of the program is described and includes the focus and content of instruction. The role of the HST programs within the larger context of national health policy and planning is also examined. Issues of the training needs and differences for the 'professional' and 'laborer' are addressed. Definitions of program evaluation that are relevant to NIOSH HST programs are described. A series of assumptions and observations about the goals, constraints, instructional activities, continuing education programs, services, and activities of the NIOSH HIST continuing education programs are then presented. Thirteen major types of program evaluation models are then described and their purposes, strengths, and limitations noted.
