The initial objective of this Delivery Order included the Bulgarian Government'sapproach to and goals for the Bulgarian privatization program, specifically to attract foreign investment and quickly execute a number of transactions with the purpose of transferring state-owned assets into private hands. The Bulgarian Government chose the light industry sectors because of their particular competitive advantage.
