The Federal Railroad Administration (FRA) recently developed the U.S. Departmentof Transportation's (U.S. DOT) Action Plan for Rail-Highway Grade Crossing Safety. The objective is to achieve at least a fifty-percent reduction in accidents and fatalities at grade crossings over the next ten years. The Action Plan identifies the need for a workshop to develop an intermodal consensus on projected research needs. The John A.
