Deployed since 1991, FAST-TRAC (Faster and Safer Travel-Traffic Routing and211u001eAdvanced Control) in Oakland County, Michigan, is one of the largest field tests 211u001eof ITS technologies nationwide. This project integrates Advanced Traffic 211u001eManagement Systems (ATMS) with Advanced Traveler Information Systems (ATIS) and 211u001einvolves public-private participation among various government agencies, 211u001eenterprises, and citizen groups. On the ATMS side, FAST-TRAC uses a real time 211u001ecomputerized traffic signal control system (SCATS, Sydney Coordinated Adaptive 211u001eTraffic System). This project also utilizes Autoscope developed by Image Sensing 211u001eSystem Inc. (ISS), and some traditional underground loop detectors to detect real 211u001etime traffic demand at each equipped intersection. On the ATIS side, FAST-TRAC 211u001edeploys a dynamic route guidance system (ALI-SCOUT) to provide equipped travelers 211u001ewith real time route guidance services. In order to serve the systems needs for 211u001ecentralized control, a traffic operation center (TOC) was established in 1992. 211u001eThis study organizes all FAST-TRAC related cost items based on functional 211u001ecategories. It is hoped that this study will serve as a source of information 211u001euseful both to the project evaluation task, and as a reference for cities and 211u001eregions that may seek to develop similar ITS applications. This document aims to 211u001efacilitate communication among all relevant parties in order to ensure adequate 211u001ecoverage and classification of all cost items.
