The FEMA-NIST effort to develop seismic guidelines for lifelines takes a system211u001eapproach in which performance criteria are to be developed for the system. The 211u001elong-term objective is to establish appropriate seismic performance criteria for 211u001ethe public switched network (PSN), to address the needs of the National 211u001eSecurity/Emergency Preparendness (NS/EP) Community, and to develop measures to 211u001eassess if the criteria are being satisfied. Accordingly, a workshop was convened, 211u001ethe goals of which were: start the process of establishing seismic performance 211u001ecriteria by identifying critical issues that need to be addressed; explore 211u001emethods for measuring if the criteria are being satisfied before and after 211u001eearthquakes; explore additional topics, such as identification of research needs 211u001eand impact of deregulation of the communications industry; generate a report 211u001esummarizing the finding of the workshop. The plan for the workshop was to gather 211u001ea small working group of telecommunications specialists to review issues related 211u001eto the performance of communication systems, identify key issues that should be 211u001eaddressed in performance criteria, and suggest measures for evaluating them. This 211u001evolume presents eleven of the workshop papers along with a workshop summary, 211u001erecommendations, the workshop program and a participants list.
