Information Technology: Department of Energy Does Not Effectively Manage Its211 Supercomputers

This report examines the Department of Energy's (DOE) acquisition and use of211u001esupercomputers. Specifically, it (1) identifies the number and cost of the 211u001esupercomputers DOE acquired in fiscal years 1994 through 1997 and the number and 211u001eproposed funding for planned major supercomputer acquisitions in fiscal years 211u001e1998 through 2000; (2) determines the stated need for DOE's supercomputers, the 211u001eutilization rates for them, and the potential for facilities to share these 211u001eresources; and (3) identifies and describes the process DOE and its contractors 211u001eemploy to validate the need for additional supercomputer and contrasts that 211u001eprocess with the technology investment process set forth in the Clinger-Cohen 211u001eAct.
