Assessment of Emergency Planning Based on Analysis of Empirical Data

The outcome of a rescue operation in case of a major emergency, such as a211u001echemical accident, is heavily dependent on existing plans and standard operating 211u001eprocedures. In this paper, the authors show how rescue exercises provide 211u001evaluation for supporting plan assessment. The key element of this approach is to 211u001ecombine extensive data collection with advanced compilation and replay tools to 211u001epresent a coherent objective view of the course of events of an exercise. By 211u001ereplaying the events afterwards, domain experts are able to identify relevant and 211u001emeasureable assessment parameters. In the paper, the authors discuss assessment 211u001eparameters such as the size of alerting areas, various delays that occur and the 211u001euse of available resources. Examples of resources are transport capacity, first 211u001eaid capacity and decontamination capacity.
