Within the framework of a national technology program under a contract awarded by211u001ethe Netherlands Agency for Aerospace Programs (NIVR), a composite stabilizer was 211u001edeveloped by Fokker Aircraft B.V. in close collaboration with NLR. One of the 211u001eactivities in this technology program for NLR was to develop a test box for 211u001etesting large composite skin panels and to test the composite panels on this box. 211u001eThe main goals of this part of the program were: to develop a single test box in 211u001ewhich a number of test panels with different configurations could be loaded to 211u001erelatively high strain levels without incurring damage to the test box; to load 211u001ethe test panels in such a way that an optimum correspondence between strain 211u001edistributions in the test panels and the horizontal stabilizer skins was 211u001eattained; and to validate the design concepts of the skin panels by comparison of 211u001ecalculated and measured strain distributions.
