A highway system serves two needs: mobility and accessibility. Access control211u001etechniques are used to restrict access to the highway and improve vehicle flow. 211u001eThe objective of this research was to develop a comprehensive procedure to 211u001eevaluate access control alternatives. The procedure includes the design and 211u001equantitative evaluation of alternatives to select the best one. Evaluation of 211u001eeach alternative includes prediction of turning volumes, delays, crash rates, and 211u001eeconomic effectiveness. Several existing models predict traffic delays for 211u001esignalized intersections and for minor streams at unsignalized intersections. 211u001eModels are needed to predict delays of arterial streams caused by minor streams 211u001eat unsignalized intersections. To address this missing component, models were 211u001edeveloped to predict the delays caused to arterial streams by the following 211u001emaneuvers; merging onto the arterial, diverging from the arterial, and left turn 211u001efrom the arterial. Models to predict crash rates for multi-lane arterial segments 211u001ein Indiana based on geometric and access control characteristics were also 211u001edeveloped. Models were developed to predict total, property-damage-only, and 211u001efatal/injury crashes. For the economic evaluation of each alternative, delays and 211u001estops are converted to operating costs for representative periods, and the crash 211u001erates are converted to crash costs. The agency costs can also be estimated. After 211u001ethe economic evaluation of each access control alternative, the best alternative 211u001ecan be selected.
