This report evaluates the impacts of the final rule for controls of volatile211u001eorganic compounds (VOC) in architectural and industrial maintenance coatings. 211u001eTotal social costs are estimated by evaluating costs of compliance with the rule 211u001eand associated market impacts, including: price changes for 13 market segments, 211u001eadjustments in quantity produced, small entity impacts, and employment losses. 211u001eThe report also evaluates the economic incentives to producers associated with an 211u001eexemption provision and an option to pay a fee for emissions from products that 211u001eare formulated to exceed the standards.
