Superfund Explanation of Significant Difference for the Record of Decision (EPA211 Region 5): Reilly Tar and Chemical (Indianapolis Plant), Indianapolis, IN., 211 October 6, 1997

The Reilly Tar & Chemical Superfund Site (the Reilly site) is located at 1500211u001eSouth Tibbs Avenue in the southwest quadrant of Indianapolis. The Remedial Action 211u001eat the South Landfill was completed in April 1996. This action included the 211u001esolidification of approximately 12,882 tons of sludge in the south landfill and 211u001ethe placement of a soil cover over the solidified area. During thermal treatment 211u001eoperations at the site, it was determined that the majority of the soils to be 211u001etreated by thermal desorption contained extremely high BTU levels. A series of 211u001eoff-site disposal options were evaluated and submitted to U.S. EPA for 211u001econsideration. These off-site disposal options included both treatment options 211u001eand options for off-site disposal at a compliant landfill. Because the selected 211u001eremedy employed treatment to address the highly contaminated soils removed from 211u001ethe hot spot areas, and the remedial intent of the ROD was to remove the 211u001econtaminants present in the soils, U.S. EPA and IDEM favor the treatment options 211u001epresented for the remaining soils.
