Building Professional Capacity in ITS: Guidelines for Designing an Individualized211 Training and Education Plan

This report summarizes a comprehensive effort conducted in the summer of 1998 to211u001emore systematically investigate the intelligent transportation systems (ITS) 211u001etraining and education needs of transportation professionals. A team of analysts 211u001econducted a series of nearly 200 interviews in an effort to obtain a more 211u001edetailed understanding of the underlying fundamental knowledge and skills 211u001erequired in support of ITS applications and services. The interviewees spanned a 211u001erange of ITS involvement from those actively engaged for several years, to those 211u001ejust beginning the process. Thus, the reported needs reflect an important 'grass-211u001eroots' perspective obtained from the public-sector, private-sector, and the 211u001eacademic community. This report documents the wide-ranging ITS training and 211u001eeducation needs of transportation professionals. An analysis of those needs 211u001eresulted in the development of a PCB Program strategy to meet those needs both 211u001enow and in the future. Although the focus of this work is ITS, the analysis also 211u001erevealed that the fundamental knowledge and skills are applicable to a wider 211u001eaudience of transportation professionals engaged in the operation and management 211u001eof multimodal surface transportation systems.
