This decision document presents the selected remedial action for the Fletcher's211u001ePaint Works and Storage Facility Superfund Site (Site) located in Milford, New 211u001eHampshire. This ROD sets forth the selected remedy for Operable Unit On at the 211u001eFletcher's Paint Site, which involves the excavation and on-site treatment of 211u001eprincipal threat wastes which consist of primarily PCB contaminated soils, the 211u001ereplacement of those treated soils at the Site, and placement of a soil and 211u001easphalt cover over the residual low level threat wastes. The selected remedy also 211u001eincludes monitored natural attenuation of the contaminated groundwater in the 211u001eoverburdened and bedrock aquifers and institutional controls to prevent future 211u001eingestion of contaminated groundwater, as well as restrictions on the use and 211u001eassess to the subsurface soils at the Elm Street Site.
