Predicting the liquefaction resistance of soil is an important step in the211u001eengineering design of new and the retrofit of existing structures in earthquake-211u001eprone regions. The procedure currently used in the U.S. and throughout much of 211u001ethe world to predict liquefaction resistance is termed the simplified procedure. 211u001eThis simplified procedure was originally developed by H. B. Seed and I. M. Idriss 211u001ein the late 1960s using blow count from the Standard Penetration Test. Small-211u001estrain, shear wave velocity measurements provide a promising alternative and/or 211u001esupplement to the penetration-based approach. This report presents draft 211u001eguidelines for evaluating liquefaction resistance using shear wave velocity 211u001emeasurements. These draft guidelines were written in cooperation with industry, 211u001eresearchers and practitioners, and evolved from workshops in 1996 and 1998. The 211u001eguidelines outline the development of a recommended procedure, which follows the 211u001egeneral format of the penetration-based simplified procedure. The proposed 211u001eprocedure has been validated through case history data from more than 20 211u001eearthquakes and 70 measurement sites in soils ranging from clean fine sand to 211u001esandy gravel with cobbles to profiles including silty clay layers.
