Crime takes an enormous physical, financial and emotional toll on its victims. On211u001e29 November 1985, the General Assembly of the United Nations adopted the 211u001eDeclaration of Basic Principles of Justice for Victims of Crime and Abuse of 211u001ePower (General Assembly resolution 40/34, annex) based on the conviction that 211u001evictims should be treated with compassion and respect for their dignity and that 211u001ethey are entitled to prompt redress for the harm that they have suffered, through 211u001eaccess to the criminal justice system, reparation and services to assist their 211u001erecovery. The Declaration recommends measures to be taken on behalf of victims of 211u001ecrime at the international, regional and national levels to improve access to 211u001ejustice and fair treatment, restitution, compensation and assistance. It also 211u001eoutlines the main steps to be taken to prevent victimization linked to abuse of 211u001epower and to provide remedies for the victims. In May 1996, the United Nationals 211u001eCommission on Crime Prevention and Criminal Justice, at its fifth session, 211u001eadopted a resolution to develop a manual or manuals on the use and application of 211u001ethe Declaration (Economic and Social Council resolution 1996/14). The Handbook on 211u001eJustice for Victims was developed in response to that resolution.
