The use of alcohol by minors has terrible consequences. When juveniles drink,211u001ethey are indulging in behavior that is both illegal and dangerous. Alcohol has 211u001ebeen shown to play a part in teen assaults, rapes, murders, thefts, and suicides, 211u001eand it is a major factor in automobile crashes and fatalities involving teens. 211u001eRecognizing the magnitude of the problem of underage drinking, Congress 211u001eappropriated $25 million in fiscal year (FY) 1998 to establish the Combating 211u001eUnderage Drinking Program and another $25 million in FY 1999 to continue it, 211u001eunder the title of the Enforcing the Underage Drinking Laws Program. The Office 211u001eof Juvenile Justice and Delinquency Prevention administers the program and 211u001eassists States and other jurisdictions in their efforts to keep youth from 211u001edrinking alcoholic beverages and to see that they avoid the lethal mixture of 211u001edrinking and driving. The report provides practical information to States and 211u001eunits of local government to aid them in determining how to use these Federal 211u001efunds most effectively to enhance their strategies to prevent underage drinking. 211u001eThe Compendium describes programs and lists contacts and source materials that 211u001ewill help jurisdictions to maximize the impact of this Federal initiative. 211u001ePrevention of underage drinking and its attendant ills would have innumerable and 211u001elong-lasting benefits for every American.
