This report addresses the major performance and management challenges that have211u001elimited the effectiveness of the Department of Justice in carrying out its 211u001emission. It also addresses corrective actions that the Department has taken or 211u001einitiated to address these challenges and further actions that are needed. For 211u001emany years, we have reported significant performance and management challenges at 211u001ethe Department. These challenges are the result of serious deficiencies in (1) 211u001ethe organizational structure, communications, financial management, and program 211u001eimplementation at the Immigration and Naturalization Service; (2) the Departments 211u001efinancial statements and internal controls; (3) embezzlements and financial 211u001emanagement controls at the Drug Enforcement Administration; and (4) the 211u001eDepartments accountability over seized and forfeited property.
