The United States Commission on Civil Rights transmits this report to you211u001epursuant to P.L 103-419. The New York Report is the sixth volume of a series of 211u001eCommission reports on Racial and Ethnic Tensions in American Communities: 211u001ePoverty, Inequality, and Discrimination. The report is based on hearings held in 211u001eNew York City in 1994 and 1995 and significant updates from research and media 211u001eaccounts. This report examines, among other topical areas, immigrants in New York 211u001eCity and low-skill labor markets; the representation of people of color and women 211u001ein the finance industry; the impact of securities industry rules on people of 211u001ecolor and women securities professionals; and the role f community reinvestment 211u001ein the overall economic development and revitalization of low-income areas. The 211u001ereport presents a significant number of findings and recommendations addressing 211u001eissues of racial tensions, discrimination, and inequality in New York City. The 211u001ereport also examines the important role of capital and lending to community 211u001edevelopment and considers the specific ways in which the enforcement of the 211u001eCommunity Reinvestment Act (CRA) affects the economic revitalization of 211u001eunderserved communities.
