A package of coordinated measures in order to develop public transport has been carried out in Kongsvinger. This report summarizes the short-term effects of the measures as they appear in surveys of train and bus passengers, and among the elderly, which is a target group for this project. The main conclusions are: New passengers were captured, and existing passengers traveled more. Among train users the express bus, rather than the car, had to a large extent become the alternative mode. Parts of the long distance travellers who had a car available chose public transport because it was more comfortable. Passengers felt to a great extent that the measures represented a positive development of the relevant quality factors. The infrastructure measures made considerable improvements for the public transport operations and enabled the delivery of improved services. Improvements in public transport should be coordinated between a number of areas in order to provide the best overall service.
