There are sensitive issues facing HDOT (Hwy). There have been positivedevelopments in some areas, and negative in other. This report provides areas in detail where there have been positive developments, no change, and negative developments, compared to last year, when an earlier qualitative survey was conducted. It seemed obvious that engineers desire inspirational leadership, and seek planned change. They prefer to see the pace of change increased. It was observed that change and evolution must continue at a steady, perhaps fast pace to modernize the division. The division must make effort to maintain the positive achievements attained. All recommendations made in the report of October 1998 are recommended again, save for the factors satisfactorily fulfilled in the paragraph above.
