This year's White Paper is titled 'The Creativity of Japan's Science and Technology,' and declares that such creativity lies in the power of our nation to generate and utilize new knowledge. It shows the achievements of Japanese science and technology and the standards already reached, and analyzes the issues that lie ahead in further nurturing our creativity. The paper then goes on to describe the importance of the faithful implementation of this Second-term Science and Technology Basic Plan, from the activities of young Japanese researchers to the building of a world-standard research environment, so that Japan can move forward to a scientifically and technologically creative country with a long-term and global perspective. The government has placed science and technology as a top strategic priority and is stepping up efforts in this field. It is hoped that this White Paper will help the Japanese people to better understand not only the current domestic and overseas trends in science and technology but also the relevant measures being taken by the government.
