This environmental assessment was prepared to evaluate the potential impacts of implementing regulations on the human environment. National Marine Fisheries Service (NOAA Fisheries) is promulgating regulations pursuant to resolutions adopted by the Inter-American Tropical Tuna Commission (IATTC) and Parties to the Agreement on the International Dolphin Conservation Program (Agreement). These actions were taken internationally in order to conserve tunas in the eastern tropical Pacific Ocean (ETP) and ensure that fees paid by vessel owners participating in the fishery are adequate to maintain 100 percent observer coverage on vessels over 400 short tons (st) carrying capacity. Further, NOAA Fisheries is taking actions to update regulations governing the domestic tuna tracking and verification program so the efficiency of the program is maximized and remains consistent with international standards.
