The aim of this Report, comprehending the material of our Technical Memoranda numbers 1,2 of October 1996, Is to present a mathematical formulation of those properties of a funnel system which are independent of shape and location; Co indicate how to evaluate a funnel system; and to suggest a procedure to improve (if possible) a given funnel system. Further, to give a detailed, not too unrealistic example for the New York ternimal area.
