The four reports in this volume and the three in Volume 2 concern the FCC Computer Inquiry and an analysis of the policy issues posed in the industry. The United States has both a highly successful data processing industry and an extremely capable and effective communications industry. Therefore, any general approach to the problems arising out of the interdependence of these industries in the U.S. should preserve the favorable environment that has allowed these industries to achieve their present strength and vitality.
