Beginning in 1974, the Institute of Public Affairs undertook a 3-year health education demonstration project in the Pediatrics Department of the Roosevelt Hospital in New York City to (1) establish a community hospital model and (2) evaluate the outcomes of the educational intervention by experimental and survey methodologies and by cost-benefit and cost-effectiveness analyses. The project involved (1) formation of a multidisciplinary health education committee to identify problems within the department, and (2) facilitation by the health education coordinator of group process within the committee to resolve the problems. To remedy one of the identified problems--the inappropriate utilization of the children and youth clinic--the committee used the clinic's computer service and data base to monitor selected patients on a monthly basis, used a program planning chart to list the effect of inappropriate utilization of health providers by patients, and implemented a controlled cost-effectiveness analysis to evaluate different educational methodologies.
