Executive summaries of four contractor reports comprising a Federally-sponsored study examining recent operation of EPA's Construction Grants Program, using the Boston Metropolitan Area as a case study for developing recommendations for legislative and administrative actions at the national level. Analyzed are a number of aspects of facilities planning and design, including alternative approaches to wastewater and sludge management, facilities location and design alternatives, effects on the quality of receiving waters and other environmental effects, costs to municipalities and to industrial and residential water users, and the relationships between planning for wastewater treatment facilities and planning for other local considerations.
